Network': The Government Response was released on 16th April 1998. Press releases from the LA, LIC and DCMS have
also been released. 'New Library: The People's Network' was commissioned from
the Library and Information Commission by
the Department for Culture, Media and Sport.
It was researched and produced by a specially convened working group chaired
by Matthew Evans. 'New Library: The People's Network' was launched on 15th
October 1997 and formally presented by Matthew Evans to the Secretary of State,
the Rt. Hon. Chris Smith MP. This web site provides the full text of the report.
The report can either be viewed by chapter or as one complete document."
Part of this publication addresses qualitative research techniques. "A
considerable amount of quantitative research exists which provides detailed
knowledge of current library usage patterns. Chapter 2 in this report presents
the results of research carried out to gain a qualitative understanding of
user needs and motivations, and to investigate reactions to potential developments
of new technology and networked libraries. This research is intended to provide
directional guidance for the implementation of the report . "

"Rapid technological developments in the higher-education sector have
resulted in a greater reliance on end-user searching. It is important that
those conducting literature searches for research purposes are making the
most effective use of the databases. In order to measure searching behavior,
a number of methods can be employed, and these can be quantitative or qualitative
in nature. All techniques have merit, but the researcher must understand the
theories about knowledge upon which the various methodologies rest, and must
take care to choose those techniques that are most suited to the investigation.

Representing WWW Navigational Data: A Graphical Methodology to Support Qualitative

"This paper concerns the development and use of a graphical methodology
in the analysis of individuals’ World Wide Web navigational behavior.
Specifically, it reports on the comparison of this methodology to other methodologies
of qualitative analysis. Examples are given of the graphical representations
of individuals’ interactions with particular World Wide Web medical resources,
and the integration of these graphical representations with textual data considered.
Indications for further development in this area are also suggested."
