July 27, 1994: The SAILOR Project is launched. Enoch Pratt Free Library became the first Maryland public library to
offer SAILOR, a free Internet access program and statewide public information
network for Maryland residents. SAILOR provides access from home or onsite
at the library, offering library services such as a statewide intranet
connecting Maryland public libraries to each other and the Internet, reference
services, educational resources, government agencies and documents, commercial
databases, and worldwide library catalog access. Residents can purchase
an email account and storage for a small fee. The project was originally
funded by Library Services and Construction Act (LSCA) grant funds, but
due to its success, the Maryland State Legislature now funds SAILOR as
part of the State Library Resource Center, along with additional funds
from federal and state grants allocated to Maryland Public Libraries.
The Coalition on Government Information presented the James Madison Freedom of Information Award to the SAILOR Project.
