  Description: Recognizing the increasing importance of automation, the Council creates the ALA Information Science and Automation (ISA) Division during the 1966 Midwinter meeting. ISA, the 14th ALA division, will address ¡°the development and application of electronic data processing techniques and the use of automated systems in all areas of library work.¡±3

  Description: During the 1966 Annual Conference, ALA leadership considers two more proposals concerning discrimination and access: the Grafton Resolution ¡°urg[ing] the Executive Board to make full use of its authority to deal with institutions known to discriminate¡±; and the Clapp Resolution ¡°mov[ing] that President Vosper appoint a Council committee to review Association action on access to libraries.¡± Both resolutions are debated and modified extensively before being approved.5

  Description: During the 1966 Annual Conference, CONLIS (the Joint Committee on National Library and Information Systems) is formed. It includes representatives from ALA and six other national library associations. Its purpose is to improve ¡°access to, and availability of, information through national systems of libraries and information centers.¡±6

• Caption: First Francis Joseph Campbell Citation awarded.

  Description: At the 1966 Annual Conference, the first Francis Joseph Campbell Citation given for ¡°outstanding contributions to the achievement of library service to the blind.¡± The winner is Howard Haycraft, president of the H.W. Wilson Company. The award is given by the ALA Round Table on Library Service to the Blind.7

  Description: During the 1966 Annual Conference, ALA accepts the new ¡°Standards for Library Services for the Blind and Visually Handicapped.¡± The standards will be published by ALA and the Commission on Standards and Accreditation of Services for the Blind.8

  Description: During the 1967 Annual Conference, the ALA Council approves the revised ¡°ALA Goals for Action.¡± The document states that ALA ¡°has as its overarching objective the provision of adequate library service of excellent quality freely available to all.¡±11

  Description: The ALA Office for Intellectual Freedom is established ¡°both to coordinate studies in the area of intellectual freedom and to defend librarians.¡± Judith Krug will become its director.12

• Caption: LSCA extended and expanded.
  Date: July 19, 1966
  Description: President Johnson signs the LSCA Amendments of 1966, extending LSCA for another five years. The legislation also broadens the scope of library services that can use federal funding. It adds two titles: Title III (Interlibrary Cooperation) and Title IV (Specialized State Library Services). Title IV-A covers State Institutional Library Services; Title IV-B covers Library Services to the Physically Handicapped.13

• Caption: National Books-for-the-Blind Act amended.
  Date: July 30, 1966
  Description: Public Law 89-522 revises the National Books-for-the-Blind Act and extends this Library of Congress service to other disabled people who cannot use ¡°conventionally printed materials.¡±14

• Caption: National Advisory Commission on Libraries created.
  Date: September 2, 1966
  Description: President Johnson creates the National Advisory Commission on Libraries to help evaluate libraries¡¯ role ¡°as resources for scholarly pursuit, as centers for the dissemination of knowledge, and as components of the Nation¡¯s rapidly evolving communications and information-exchange network.¡± According to ALA¡¯s executive director, David Clift, the Association ¡°is eager, through its members, officers, and headquarters staff, to assist the Commission in all possible ways.¡±15
