MID-TERM PLAN 1992-1996 PRESIDENT REPORT

INTRODUCTION

On the 10th of september 1992, in Montreal, the Section has approved the mid-term plan for 1992-1996. Eight projects were presented in this plan:
    1- Production and distribution of pedagogical tools on architecture of archival repositories and sigillography.
    2- Increasing of the membership of the Section.
    3- Publication of an international bibliography for the teachers.
    4- Creation of a bank of case studies to be used by the teachers.
    5- Organisation of a regional collquium in Slovenia on: The impact of political changes in Eastern Europe on teaching archival science and training archivists.
    6- Organisation of an international colloquium in Piraeus on: The place of technical aspects in teaching archival science.
    7- Organisation of an international colloquium in Austin on: The state of research in archival science. N.B. The theme has been modified
    8- Organisation of an international colloquium in Beijing on: The specifics of teaching and training in archival science. N.B. The theme has been modified

The following report shows that all the projects have been completed with or without modification and that some other projects have been added. When it was necessary, a link has been made between the realizations and the mid-term plan 1992-1996.

2.1 Colloquia, seminar

  • 15-19 september 1993, Piraeus (Greece), The Techniques in archival training. 100 participants coming from 14 countries. Funding: Municipal Archives of Piraeus. (International colloquium) (See introduction, project #6 of the mid-term plan)
  • 26-28 october 1994, Ljubljana (Slovenia), Consequences of political changes in Eastern and Central Europe on archival education and training. 50 participants coming from 27 countries (16 were from Eastern and Central Europe).   • 25-27 October 1995, Austin (United States)
    --25 october 1995, Seminar on Cases studies in archival education. 14 participants coming from 12 countries. Funding: University of Texas and Section ICA/SAE. (International seminar) (See introduction, project #4 of the mid-term plan)
    --26-27 october 1995, Archival educators and advocacy. 25 participants coming from 12 countries. Funding: University of Texas and Section. (International colloquium) (See introduction, project #7 of the mid-term plan)

  • Type of project: Brief submitted to the Delors Commission of UNESCO. Subject: Archives in education. Date: september 1994. Funding: ICA.
  • Type of project: Creation of a Listserv on internet. Subject: Information on archival education and research. Date: March 1996. Funding: University of Texas. (See introduction, project #2 of the mid-term plan. A part of this project was concerned by the publication of the Bulletin that the Section used to share with CAD. The listserv will take place this Bulletin. )


3. SUGGESTIONS

3.1 Difficulties encountered, solutions suggested

Annual colloquia
Within the, planification 1996-2000 we will have to examine the opportunity to hold an annual colloquium. This was essential during the first years of the Section to initiate good relations between members and to facilitate the emergence of teams. Now, we think that we should keep our energy to run some specific projects. Thus, after Beijing, we should study the possibility to hold our colloquium every two years.

Research in Archival science
We all know the importance of R&D for the evolution of a discipline. On that subject we must consult the excellent study which has been conducted by our colleague, Ann E. Pederson, and presented at the International Congress in Montreal in 1992. (Archivum , vol. XXXIX, p.312-359) During the next plan, we should develop a research agenda in archival science on the base of the Pederson's study.

Publication of the proceedings of symposia
The proceedings of the symposia of Ljubljana and Austin have not been published yet. The next Steering Committee should be careful about this delay.

3.2 Suggestions to improve ICA's functioning

It would be important to assure an annual meeting of the ICA's organisms responsibles like it has been done in Torino 1993 and Paris 1994. This type of activity seems essential to keep interest and to establish links between all of those who accept charge s in ICA.
